Tools in The Division is used to Craft Weapons and Weapon Mods. It comes in 5 qualities: ??, Standard, Specialized, Superior and High-End. Better Weapons and Weapon Mods can be crafted with higher quality Tools. Players can convert 5 of any Tools into 1 of the higher tier of that Tools. For example you can convert 5 Standard Tools into 1 Specialized Tools.
