Increasing ones signature ability resource gain doesn't reduce the abilities cooldown (in seconds) on the individuals ability sheet. Electronics/Skill power does directly relate, however. Please be more descriptive as to what this stat does; ie, "Improves how often you can use the Signature skill while in combat"????
